This child and family development program, located at 1228 N. Franklin St. Phila. PA 19122, provides home-based services to low-income children from birth to three and their teenage or young adult parents in the North Central Empowerment Zone of Philadelphia. A multi-disciplinary team, including child and family advocates, social workers, nurse, nutritionist, family involvement and early childhood specialists, and others, provides services. Services are individualized according to strengths and needs of the child and family and include child development, health, nutrition, site-based parent-child socializations, home visits, individual and family counseling, psycho-education and psychotherapeutic groups, case management and linkages with community agencies. The program began in June 1997 and is funded by the Head Start Bureau, U.S. Department of Health and Human Services.
