All Federally Qualified Health Centers in the Greater Philadelphia Region are eligible to be members of the Health Federation. The Health Federation endeavors to support its network of health centers in a variety of ways, directly through member services and indirectly through programs that reach the same underserved and vulnerable populations that FQHCs are aiming to serve. Many of these programs are described in detail on the pages of this website.

Member services are designed to support FQHCs’ pursuit of their core mission and consist of various efforts that enhance health centers’ access to information, technical assistance and resources. HFP strives to play a representational role of convener, coordinator and advocate for community and public health.  A partial list of member services includes:

  • Raising funds and facilitating development of network-level information technology and data management systems

  • Serving as grantee for the HRSA-funded Community Access Program and representing community health center interests

  • Joint purchasing of clinical laboratory services

  • Supporting development and implementation of HIPAA policies

  • Supporting development of pilot efforts to strengthen health center business practices (e.g., electronic medical records, implementation of 340B pharmacy discount program, studies and strategies to increase Medicaid and other benefits enrollment)

  • Centralized program development and grants management for selected services

  • Implementation of BenefitsCheckUp to benefit health center patients aged 55 plus

  • Regular network-level discussion of emerging policy, funding, reimbursement, compliance, quality and other issues affecting health center interests
